In Fayette County, Georgia, a Blackstone subsidiary installed an industrial water hookup that the county utility didn't know existed. When discovered, the facility had drawn roughly 29 million gallons through the unauthorized connection. During a drought. While the county was asking residents to stop watering their lawns.
The water director's response, on record: "They're our largest customer and we have to be partners. It's called customer service."
Same period. Maryland's Office of People's Counsel filed a complaint against PJM Interconnection, the largest grid operator in the United States. PJM spent $22 billion upgrading its grid to handle surging demand from data centers. It billed Maryland consumers $2 billion of that. Most of the data centers driving the demand are not in Maryland.
The math: approximately $345 extra per residential customer, $673 per commercial customer, baked permanently into the rate structure. Not a one-time charge. Every bill. Forever.

The pattern is not new. The measurement tools just don't capture it yet.
Residents near data centers report infrasound, frequencies below what standard decibel meters detect. The meter reads compliant. The body registers something else. County inspectors are sent to check noise levels. The equipment is not designed for the frequency range. The harm is real. The official record shows nothing.
Unauthorized water connections. Grid costs assigned to non-consenting states. Sound that the measurement tools miss by design.
Each facility clears its individual permits. No one tracks aggregate demand across a region until the water pressure drops.
In Ireland, data centers consume roughly 22% of total metered electricity, projected toward a third by 2026. The Commission for Regulation of Utilities responded by binding new facilities to generate 80% of their annual electricity from additional Irish renewable sources. Grid operators can reject proposed sites. Facilities that fail to deliver required energy services can have their import capacity reduced. There are written consequences and legal challenge pathways.
In Fayette County, one inspector handles both plan review and site inspection for a campus being built across 615 acres.
Ireland lifted its moratorium. Fayette County banned new data centers entirely. Both responses are real. Neither is what American data center operators wanted to hear.

More than 140 local groups have blocked or delayed over $60 billion in data center projects in the past year. At least 12 US states have filed moratorium bills this legislative cycle. Virginia, which hosts the largest data center cluster in the world, has seen public support for new facilities drop from 69% in 2023 to 35% now.
This is not anti-technology sentiment.
It is communities discovering that industrial-scale infrastructure was approved through governance systems designed for residential oversight, and deciding they have had enough.
The companies extracting the resources are not paying for the infrastructure those resources require. The cost distributes to the public. The discovery only happens when a citizen files a public records request.
That mechanism is not new. It does not resolve on its own.
